California federal district court presiding judges Virginia Phillips, Barry Moskowitz, Lawrence O'Neill and Phyllis Hamilton have shut the courthouse door on financially disadvantaged state court litigants making civil rights claims, according to court reform advocates. 

Federal district courts in California continue to use a variety of bad faith tactics to avoid hearing cases involving serious misconduct by trial courts.
